SEZ vs STZ in Pakistan: Which Incentive Zone Fits Your Business

Should your business register in a Special Economic Zone, a Special Technology Zone, or neither? It depends almost entirely on your sector. Pakistan runs three distinct incentive regimes, each with its own tax holiday, qualification rules, and administering authority — and picking the wrong one wastes the advantage entirely.

What is a Special Economic Zone (SEZ)?

A Special Economic Zone is a designated industrial area created under the Special Economic Zones Act, 2012, aimed mainly at manufacturing and export businesses. Both zone developers and zone enterprises get a 10-year exemption from income tax, plus a one-time exemption from customs duties on capital goods imported for development, operation, and maintenance.

To develop a zone yourself you need a minimum of 50 acres; to operate within an existing zone as an enterprise, there's no minimum land requirement — you're leasing or buying a plot inside a zone someone else developed. Approval runs through your provincial SEZ Authority up to the Board of Investment, with final sign-off from the Board of Approval, chaired by the Prime Minister.

Which SEZs are actually operational? This is the honest caveat most sources skip: Pakistan has around 20 approved or notified SEZs on paper, but infrastructure development varies enormously by zone. Rashakai SEZ in Khyber Pakhtunkhwa is the clearest example of a genuinely operational zone — its first phase opened in July 2023 with dozens of approved enterprises already building or operating. Others remain at earlier infrastructure stages. Before committing to any specific SEZ, verify its current infrastructure status directly with the provincial SEZ authority — don't rely on a zone's presence on a list as proof it's ready to receive your investment.

What is a Special Technology Zone (STZ)?

A Special Technology Zone is a newer, separate regime specifically for IT and technology companies, run by the Special Technology Zones Authority (STZA). It offers:

  • A 10-year exemption from income tax and customs duties, with incentives currently stated to run through 30 June 2035
  • Exemption from profits & gains tax and minimum turnover tax
  • Sales tax and withholding tax exemption on imported capital goods
  • Tax exemption on dividends and long-term capital gains for venture capital invested in STZA-licensed companies
  • Full foreign-currency retention in a Special Forex Currency Account — meaningfully more liberal than the general SEZ regime, which typically expects conversion to rupees

STZA has designated several zones, including Islamabad Technopolis (with NUST), Tech7 in Islamabad, Mindbridge in Lahore, and Capital Smart Technology Zone in Rawalpindi — together projected to add roughly $350 million in annual tech exports once fully built out.

What about the Gwadar Free Zone?

Gwadar is a special case entirely — a CPEC-linked free trade zone around Gwadar Port with the most aggressive incentive package in the country:

  • 23-year income-tax holiday for port operators, zone developers, and businesses located in the zone
  • Exemption from sales tax, federal excise duty, and property-transfer tax
  • 99-year land leases from the Free Zone's effective date
  • Manufacturing investors are exempt from essentially all federal and provincial taxes and duties

This makes sense mainly for businesses genuinely tied to trade, logistics, or port-linked manufacturing — the incentives are extraordinary, but the zone's value is specifically about proximity to the port.

How to choose

If you're setting up textile production, agri-processing, or general manufacturing for export, an SEZ is the natural fit — assuming you pick one with real, verified infrastructure. If you're building a software company, BPO operation, or any IT-services export business, an STZ gives you a comparable tax holiday plus the forex flexibility that manufacturing-focused SEZs don't offer. If your business genuinely depends on port access or CPEC-linked logistics, Gwadar's 23-year holiday and long lease term are worth the added complexity of that specific location.

For most first-time foreign investors, it's also worth asking whether you need a zone at all — SIFC facilitation and standard company registration may get you to profitability faster than the extra structuring a zone requires, especially for smaller investments.
